There is nothing here for anybody to do. This is not a queue and not a fault. The suppression list belongs to the platform and is keyed on the phone number rather than on a person, so it can answer for a number nobody has matched to anybody yet. Anyone who asks to stop, leaves a group, or whose number keeps rejecting delivery goes on it and is never added again — including on the next import of the same list. Re-adding somebody who removed themselves is how a sender number gets reported and eventually blocked.

Why there is only one of these

Which group and who are two questions with two answers each. Four combinations could have been four screens, and four screens that are ninety per cent identical drift — until one of them stops mentioning that a part would open, or stops naming the people WhatsApp will not add.
