Country, state, region, district, centre. A group belongs to one of these, whichever it is, and nothing special-cases a centre. Counts are roll-ups of the centres beneath each point.
The tree never says who is in a group
A WhatsApp group holds about a thousand people and Tamil Nadu has 1,83,288 on record, so a state-level group can only ever be a selection of people — somebody put each of them there. A model that fills a group by walking down the tree works for a small branch and fails silently on a large one, which is the branch that matters.
