The handful of things the specification says are settings rather than facts. Each one is a place where an argument can be settled later without changing any code.

Nobody is ever dropped for going quiet, and no record is ever deleted. This setting decides only when somebody who has never progressed leaves the group — and the owner's later answer was to leave even that alone. It is drawn here because it is still a setting, and because the consequence is deliberate: a busy centre's Potential group fills up over the years and keeps splitting.

Dormancy — the one contradiction in the specification

The Members section says somebody who never progresses keeps their record but leaves the groupafter a configurable period. The later section headed “nobody is dropped” says we never stop messaging somebody for inactivity and they leave only when they ask to or a coordinator removes them. Those cannot both be true. The wireframe draws the second, because it is the later answer and the one with the reasoning attached — and it draws the setting anyway, so the question is visible rather than quietly resolved.
